In part 24 we looked at the theory that both floods and droughts are allowed and/or encouraged by directing and either intensifying or degrading atmospheric rivers and their associated storm systems. In addition to aerosol, artificial ice-nucleating agents and black carbon dispersal; radar technology factors significantly into these operations.
In part 18 we revealed the role that the releasing of electrons plays in cloud condensation. This can occur naturally when the sun’s magnetic field winds down allowing through the cosmic rays from exploding stars. These rays penetrate through to the lower levels of the earth’s atmosphere where the lower clouds form at altitudes of less than 3 km. The rays strip electrons from the air which, in turn, catalyze the formation of cloud condensation nuclei. A greater quantity of lower clouds form, which have a net cooling effect, leading to a reduction in global temperatures. This process has been proposed as the mechanism for the observed variation of 3-4% of lower cloud cover across the globe correlated with cosmic ray flux and thus solar activity.
This phenomenon has only been confirmed for cloud cover that is less than 3km above the surface. This is thought to be either due to:
The different nature of upper cloud formation from ice nuclei.
The fact that the upper atmosphere is constantly saturated with cosmic rays in contrast to the lower atmosphere which experiences fluctuations in accordance with the sunspot cycle.
It is this peculiarity that ensures the swings in temperature, as higher cloud increases would trap heat rather than reflect sunlight.
As far back as the late 19th century, C.T.R Wilson used X-Rays on the air inside a cloud chamber, free of cloud condensation nuclei, to bring about heavy condensation by means of this principle. Nikola Tesla noticed the connection and postulated on its future use as a means of weather modification.
Fast forward to the development of ionospheric heaters such as HAARP which use pulsed microwave frequencies to generate plasma in the upper atmosphere. Plasma is ionised gas resulting from electrons being stripped from protons.
During a HAARP experiment in 2013, the US Navy generated a several km wide plasma cloud in the stratosphere using a pulsed frequency of 1.44 - 4.34 Mhz.
It doesn’t take a great leap to imagine what would happen if this pulsed frequency were to be applied to the altitudes where lower clouds are formed. As we know, free electrons accelerate cloud formation in the lower atmosphere, so it would be perfectly possible for the same technology to generate and enhance lower clouds.
Microwaves and radio waves are considered non-ionizing radiation as they don’t carry enough energy to instantaneously free electrons from atoms or molecules. However, if the beam of microwave energy were to be sustained for long enough at the appropriate frequency and power level, then a phenomenon known as microwave breakdown of air occurs in the region affected. This entails exciting the electrons in the air to the point where a chain reaction leads to an electron avalanche.
The released electrons consequently augment the action of cloud condensation nuclei in the process of cloud formation.They grow by condensation and coagulation into charged particles called ion clusters which form the basis for cloud condensation nuclei. They can also attach themselves to aerosols and water droplets, imparting their charge to them and radically enhancing cloud formation.
After having implicated sustained microwave energy in ionizing clouds, the next revelation is that radar technology, in addition to its function as a tool for observing weather phenomena, can also be applied to manipulating them.
Pioneering individuals DutchSinse and WeatherWar101 expanded the notion of HAARP (Ionospheric heater) technology, present at key locations throughout the globe and involved in weather modification, to include the ubiquitous network of NEXRAD and other Doppler radar systems.
Again, the common factor is the electromagnetic wave. In the case of NEXRAD, which employs microwaves in the form of short, high-intensity bursts of high frequency up to 2GHz, each burst may last a microsecond. The receiver then listens for the echo to arrive at a picture of whatever the radar is being used to detect, in the case of weather radar, clouds and precipitation.
It’s important to note that the NEXRAD stations do not continuously operate in this mode. In their “official” mode, they are supposed to be active between 0.05% and 6.1% of the time, sending out the bursts of high-frequency (2GHz) for about 7s in an hour (0.19% of the time).
However, in their “switched on” for weather modification mode of operation, the beam would be pulsed (switched on and off) within the range 0 to 12.4 MHz and sustained for far longer periods. They seem to be operating in this mode for far longer periods than in their “official” mode.
The beams from Doppler Radar systems, when aimed within the region where lower cumulus clouds formed augment cloud formation. A sustained beam of the right frequency rotated around the site would bring on an electron avalanche effect.
The regions containing the released electrons are responsible for the plasma clouds and hence the actual clouds that form around the NEXRAD radar stations. Electrons accelerate cloud condensation, especially in the presence of aerosols. In particular, the electrically conducting substances leached from coal fly ash, and dispersed into the atmosphere by aircraft, act as ideal aerosols.
Skeptics attempt to dismiss these plasma clouds as “Radar bloom”, clutter from birds or insects if that can be believed. They neglect to mention, however, that even the official explanation lists cloud condensation nuclei as contributing factors. Ion clusters and charged aerosols entraining water resulting from microwave ionization is a far more logical explanation than the birds and the bees.
That means each NEXRAD station operates as a miniature HAARP. It can alter the atmosphere above and around it, as explained in this video by WeatherWar101.

Because radar technology is now basically ubiquitous, this notion can be expanded still further to encompass an overt and covert global network of land-based antenna arrays, sea based mobile platforms, drilling rigs, satellites, land based radar stations (particularly NEXRAD), radar located on vehicles (such as tornado chasers), boats, submarines, buoys and aircraft.
This NASA GISS map below shows winter for the time period 2013-2015 correlating with that of the persisting drought in the western US.
Note that in the eastern US, conditions were the exact opposite. We have earlier deduced the interaction of two opposing forms of weather modification, the red pill - warming climate modification and the blue pill - cooling climate modification.
Satellite images of the temperature anomaly correlate with radar images showing the concentration of NEXRAD stations in the eastern half of the US:
Note the artificial vortex cloud formations arising around each station, their correlation with cloud cover and the anomalously cool and wet temperatures in that region.
Note also the relatively smaller concentration of NEXRAD radar stations in the Western US and the fact that there are few if any artificial cloud vortices and consequently little cloud cover, correlating with the anomalously warm and dry temperatures in that region.
Finally note how this correlates with the population distribution in the US:
Little wonder then, that a sizeable portion of the world’s population is skeptical that global warming is occurring at all.
We saw in the last chapter how this configuration is sometimes reversed as occurred in the winter of 2016-2017, employing the blue pill in the west and the red pill in the east. The "Ridiculously Resilient Ridge" becomes the "Torturously Temporary Trough.
In these instances, atmospheric rivers and their associated storm systems are augmented over the Pacific and on land by the aircraft-dispersal of black carbon, aerosol and artificial ice nucleating agents and sustained radar pulses from boats, ground-based networks and the same aircraft. For California to be deluged, the process must begin well to the west so that enough water can build up.

He recounts the Cal Water projects and the strange atmospheric river anomalies in great detail but of particular interest here are the sections on the numerous types of negative ion generators that take the form of gigantic wire arrays and towers. In contrast to the methods that employ microwaves to strip electrons from the air, these generators employ corona discharge to add negative ions to the atmosphere that are lofted up by means of convection. Negative ions are atoms that carry an extra electron in their outer shell and can impart this charge to other particles, aerosols and droplets of water, supplementing atmospheric ionization.
Amongst the most notable of these is the Ionogenics ELAT “Cloud Ioniser” developed by a Russian scientist and outlined in this paper. The authors report on a successful experiment carried out in Mexico to enhance rainfall and a proposed experiment to be carried out in Texas. Mysteriously the website disappeared around 2004 and the Texas experiment was never carried out.
One technology that stands out even amongst these is that developed by Aquiess, an Australian company that claims it is able to use electromagnetic resonance to steer atmospheric rivers and harness their great water vapour resources to deliver rain or to protect crops from flooding. It has provided its services to a range of clients from farmers to international governments.

In this fascinating interview, David Miles, the CEO, also mentions other forms of weather modification such as cloud seeding, ionification (the delivery of ions to augment rain droplet formation) and modification of the ionosphere (HAARP and other Ionospheric heaters). Miles claims that their technology is unique in modifying flow corridors of water vapour.

Texas Drought Aquiesses with a Texas Flood
Aquiess teamed up with company called Sciblue in 2012 for a proposed rain-enhancement demonstration project in Texas during the drought. This was to produce more water for Red Bluff Water Control District’s reservoir.
“Fresh water has been dubbed “Blue Gold” in many publications as potable water will be to this century what oil was to the last century. Less than three percent of the water on the earth’s surface is fresh water. When we deduct the amount in the ice at each pole and the rivers flowing in uninhabited areas that number is less than one percent. From this amount the nearly 7 billion people on earth use to survive.” Retired Col. David Kutchinski head of Sciblue.
According to Aquiess , the project was successful. It began on April 16th ran for 3 months and the Red Bluff water level rose 15.3 inches. A second event on July brought drought relief to Southern Texas.
Although the plan was to steer safe moisture feed from the Gulf of Mexico for gentle soaking rain perhaps it was rather too successful as Texas has been regularly, overwhelmingly inundated since 2012.
The website for Aquiess has been deleted to further underscore this point. It is hard to resist the impression of this company, similar to the one formed in response to the many cloud seeding companies, as being a hive of hucksters. It is even harder, however, to shake the impression that this image itself is carefully cultivated by an overarching, monopolistic syndicate that owns them all and wishes to publicly denigrate this controversial but very real technology.
Jim Lee claims, that what water Texas has gained, California has lost. The Atmospheric river rarely visits California. Perhaps the technology employed by Aquiess has played a hand on those rare occasions when it does visit although much larger influences are more likely to be from such factors as simply altering the cloud configuration and convection of the pressure systems that guide these great rivers in the sky. Also, Aquiess claimed that the source of moisture was from the Gulf of Mexico rather than the Pacific so it can hardly be said that Texas “stole” California’s water.
The mediarologists themselves frequently claim that the water vapour for the flood events in Texas is coming from the Gulf, as Aquiess claimed to draw it from. However, as we can see in this video from WeatherWar101, the water vapour is quite clearly coming from the Pacific and augmented on land.
WeatherWar101 claims these are superheated water sources, even those over the Pacific. A form of superheating would be an efficient means to induce evaporation over the horse latitudes where high pressure winds are dominant and impede the up-flow required for evaporation. The scale of this operation seems to be much larger in scope than anything Aquiess envisioned although it is possible part of the technology involved in guiding atmospheric rivers overlaps with theirs.
Summary
We can now incorporate microwave ionization into the repertoire of weather and climate modification technology that works to reduce high cloud cover, increase low cloud cover, cool temperatures and enhance rainfall.
It involves (but is not limited to):
The introduction of seeding agents such as urea and bacteria with a large endothermic heat of solution into the previously established cirrus cloud formations that have drifted over from the west, gathering more water vapour as they grow. This forces more ice onto the crystals, accelerating precipitation, reducing cirrus cloud coverage and invigorating cumulus cloud formation lower down as the particulates and associated ice descends and melts. Lower clouds have a net-cooling effect. Decreasing the frequency and duration of cirrus clouds, and increasing that of cumulus clouds in a given region will contribute towards cooling, reduction of evaporation and evapotranspiration, and a drastic increase in precipitation.
The dispersal of black carbon particles at the surface level, generating convection and encouraging the formation of lower clouds as the moisture rises to meet the nuclei that have been forced down to the lower levels.
The use of rotating frequency beams generated by Doppler radar which strip the electrons from the air in the regions ionized. Electrons radically enhance cumulus cloud condensation. Condensation also releases latent heat which further lofts the water vapour up to the upper levels of the troposphere where it is captured by the aerosols, speeding the process of precipitation. The extra heat from black carbon dispersal and augmented cloud condensation forces water up to meet the descending ice nuclei, urea and bacteria, resulting in the sudden flashing over into “thunder-snow” that has the mediarologists in such a spin.
Aircraft and ships also equipped with Doppler radar which can be applied in a sustained manner to strip the electrons from the air in the regions ionized to supplement ground-based networks or replace them when they are not available, e.g. over the oceans. Aircraft can more accurately track the movements of atmospheric rivers enabling fine-tuning.
We can now add:

This leads us to perhaps the most controversial form of weather modification identified by Weather War 101, Artificial Water Vapour Generation. This form will be addressed in part 26.
